IT Project Manager


The project manager will be responsible for the creation, management and monitoring of a work plan to successfully complete the IT workstream of a project in line with Government Digital Service Standards and the Cabinet Office Technology Code of Practice, ensuring governance and reporting is observed. Manage contracted third parties and the workstream team in line with the organisation's practices.
-Creation of a detailed work plan which identifies and sequences the workstream activities and resources. This will include working with third party suppliers to agree the approach to sprints within Agile development.
-Identify internal and external resources (people and facilities) needed to successfully complete Agile development and liaise with the S2014 Project Manager to obtain them.
-Establish governance arrangements for IT deliverables
-Execution of the plan, proactively managing and monitoring progress and implementing controls to ensure successful completion on time, to cost and quality
-Identify, assess, mitigate and manage risks
-Facilitate resolution of issues that may compromise delivery
-Manage the dependences and interfaces with the wider project team
-Monitor and forecast costs, taking action where these deviate from agreed tolerances
-Lead IT procurement activities (draft ITT, evaluation etc) to select appropriate 3rd party suppliers to deliver against the defined business requirements
-Ensure GDS compliance and digital spend sign off is achieved
-Lead on customer insight and evaluation relating to alpha and beta phase software in line with GDS requirements.
-Develop stakeholder relationships; actively representing the team, ensuring that effective relationships are built and maintained with internal and third party suppliers
-Ensure lessons learned are captured and actioned
-Produce appropriate documentation to support these processes
-Provide effective leadership to the team ensuring that team members are motivated and developing their skills and experience; lead AHVLA in the adoption of Agile development methodologies.
-Up-skilling of in-house team

Strong leadership, people and communication skills.
Experienced in;
- Government Digital Service (GDS) "Digital by Default" service standards
- application of Agile (Scrum) and Waterfall project management delivery methodologies in a public sector organisation
- working in an agile development environment with Users, designers and developers to create new products and services
- managing the development of digital / web services in a fast paced environment
- sourcing of open source and cloud technologies
- business change, rationalisation and transformation
- Customer insight approaches and techniques

Experienced practitioner in Prince 2 / APMP and MS Project.

Travel to other sites will be necessary to order to undertake this role successfully.
